Etymology note: “Sazan” — the name of the island at the heart of this story — likely derives from an old Albanian/South Slavic root meaning carp: a bottom-feeding fish famous for surviving in murky, oxygen-depleted water, where other creatures cannot.

THE STORY IN ONE SENTENCE
While the Western media was busy chasing cable news drama, Jared Kushner and Ivanka Trump quietly acquired a former Soviet military fortress off the Albanian coast — funded by Saudi sovereign wealth, greased by back-channel diplomacy, and protected by rewritten environmental law — until the Albanian people grabbed pink inflatable flamingos and said: no.
SURFACE LAYER — The Charming Fairy Tale
Ivanka Trump went on the Founders podcast and told the world a beautiful story.
She was on a friend’s boat. They stopped for a swim. They discovered a wild, untouched island. They hiked barefoot to the top. They were captivated.
“It’s an unbelievable, beautiful, 1,400-hectare private island in the middle of the Mediterranean. We were on a friend’s boat and we stopped for a swim. Effectively, that’s how we found it.”
Romantic. Spontaneous. Almost Homeric.
Here is what she left out:
Sazan Island — situated 14 kilometres off the Albanian city of Vlorë, at the mouth of a bay between the Adriatic and Ionian seas — was for most of the 20th century one of the most heavily militarized pieces of land in Europe. It was an Italian Fascist outpost in World War II. A Soviet submarine base during the Cold War. Then a paranoid Communist Albanian fortress bristling with underground bunkers, mines, and tunnels carved to withstand nuclear attack. When Albania’s communist regime collapsed in the 1990s, criminal gangs stripped the abandoned weapons depots. The island then became a transit point for drug and human trafficking across the Adriatic.
Skull-and-crossbones landmine warning signs. Over 3,600 concrete bunkers. No fresh water. No electricity. No permanent residents.
Nobody “stumbled upon” it barefoot.
THE BLIND SPOT — Follow the Mechanism, Not the Story
This is not a real estate story. It is a sovereignty capture story. And it has a precise, documented sequence.
Step 1: Rewrite the Rules Before the Deal
In February 2024, Albania’s parliament passed a law that removed the longstanding ban on construction in protected coastal areas. The Vjosa-Narta wetlands — home to flamingos, Mediterranean monk seals, migratory birds along the Adriatic flyway, and sea turtle nesting sites — lost their protection status.
No fanfare. No public debate.
Step 2: Grant Special Status, Skip the Queue
On December 30, 2024 — three weeks before Donald Trump’s inauguration — Albania’s Strategic Investment Committee, chaired personally by Prime Minister Edi Rama, granted Strategic Investor Status to Atlantic Incubation Partners LLC, a company affiliated with Kushner’s private equity firm Affinity Partners.
This designation is critical. It means:
No public tender required
No standard environmental review
Fast-tracked permits
Direct partnership with the Albanian state investment corporation
In other words: a public military island, handed to a private American investor, with the Albanian government as a co-owner, bypassing every standard legal safeguard.
A competing proposal submitted by an Albanian-American developer from New York — Evi Kokalari-Angelakis — was quietly ignored. She told journalists the Albanian government had “disregarded her proposal to ingratiate themselves with the former president.”
Step 3: Build the Airport First
Here is the piece most commentators are missing.
A new international airport is currently under construction in Vlorë — right next to the Narta-Zvernec protected area. Construction began before the resort announcement. When Albanian activists mapped the timeline, they found something chilling:
“Now we see the whole picture. It seems that all this construction was planned years ago: the airport, the Sazan military island, and the nearby Zvernec Lagoon, all promised to Jared Kushner’s company and other joint investors to build luxury resorts.”
The infrastructure was already being poured before the public knew the island existed on anyone’s shopping list.
Step 4: The Grenell Connection
Richard Grenell — Trump’s special envoy and one of the most aggressive political operatives in the administration — made repeated private trips to the Balkans. He secured private meetings with Prime Minister Rama to advocate directly for Trump-affiliated business interests.
The legislative timeline shifted immediately after these meetings.
THE MONEY TRAIL — Saudi Billions Behind the Gate
Kushner founded Affinity Partners in 2021, months after leaving his senior White House advisory role — a role in which he personally oversaw US Middle East policy, including relations with Saudi Arabia.
Shortly thereafter, Saudi Arabia’s Public Investment Fund — controlled by Crown Prince Mohammed bin Salman — invested $2 billion directly into Affinity Partners. The fund now manages approximately $4.6 billion in assets, the majority from Gulf sovereign wealth funds.
Let that structure sit for a moment:
A man who set US-Saudi policy from inside the White House
Leaves the White House
Immediately receives $2 billion from Saudi Arabia’s government fund
Uses that money to acquire sovereign territory in a NATO-adjacent country
With his wife, the daughter of the current President of the United States
The €1.4 billion Sazan resort project — 10,000 hotel rooms, luxury villas, a marina, a managed eco-resort under the Aman Resorts brand — is being built with foreign government money, by a private firm run by the US president’s son-in-law, on land wrested from a protected wildlife zone, without public bidding.
THE NETWORK UNDERNEATH
The Balkan Investigative Reporting Network (BIRN) went deeper and found something the resort renderings don’t show: the ownership chain beneath Atlantic Incubation Partners involves what investigators described as “a network of shady individuals and companies” including:
A businessman accused of links to the Italian mafia
A former judge who resigned under Albania’s judicial vetting process
The daughter of a lawyer accused of forgery
A company belonging to a murdered businessman
Individuals connected to one of Albania’s most powerful oligarchs, Shefqet Kastrati
This is not a luxury hospitality consortium. This is the substrate of the Albanian political economy, woven into an American private equity deal funded by a Gulf petrostate.
THE REFRAME — What This Actually Is
In the 19th century, the British East India Company did not invade India. It invested in India. It negotiated favorable terms. It secured special legal status. It built infrastructure. Then one day, the local laws no longer applied to it.
This is the corporate colony model, updated for the 21st century.
When a foreign investor receives:
A sovereign island
Military-grade infrastructure (those Cold War bunkers are being “restored”)
Exemption from environmental law
Private security forces empowered to physically remove protesters
Barbed wire and concrete perimeter walls
Funding from a foreign government’s sovereign wealth
...you are not looking at a hotel project. You are looking at a jurisdiction — a privately governed enclave designed to operate outside the reach of local law, local courts, and local people.
Jeffrey Epstein had a private island too. He also used it to exist outside of jurisdiction.
The question is not whether this is a hotel. The question is: for whom is this island being built, and what will actually happen inside it?
THE FLAMINGO REVOLUTION
Albania is one of Europe’s poorest countries. It scores 39 out of 100 on Transparency International’s Corruption Perceptions Index, ranking 91st of 180 nations globally. Its people know what it looks like when power is sold.
On May 30, 2026, video emerged of private security guards dragging protesters along the cliffs near Vlorë, physically clearing the path for excavators. Albanian authorities revoked the licenses of two security firms, arrested one guard, and removed the local police director.
On June 2-4, 2026, thousands flooded the streets of Tirana. They carried pink inflatable flamingos. Their signs read:
“Albania Is Not for Sale” “I Don’t Want Albania Like Dubai” “Cancel the Project”
They demanded Prime Minister Rama’s resignation.
That same week, SPAK — Albania’s Special Anti-Corruption Prosecution Office — formally opened a criminal investigation into how protected status was stripped, how the land titles were transferred, and who exactly arranged the funds behind Atlantic Incubation Partners.
As of June 8, 2026, Prime Minister Rama told Reuters he intends to push forward regardless.
THE CIVILIZATIONAL THREAD
There is a pattern here that extends far beyond Albania.
In New Zealand, Peter Thiel acquired citizenship and a 193-acre lakefront estate while largely living in the United States. In Hawaii, Mark Zuckerberg is building a 1,500-acre fortified compound. In Wyoming, billionaires are acquiring sovereign-adjacent land. In Serbia, Kushner’s Belgrade project acquired a former army headquarters under similarly opaque conditions — before quietly being shelved.
The pattern is consistent: the ultra-wealthy are acquiring geographically isolated, legally ambiguous territory in small, politically leverageable states. Countries where the government can be incentivized, the law can be rewritten, and the people who object can be physically removed.
This is not paranoia. This is the documented behavior of people who believe the existing social contract is ending — and who are constructing private replacements for it.
The question my grandmother from the Arctic Circle would have asked is a simple one:
“When the people who shape the rules start quietly buying places where the rules don’t apply — what are they preparing for?”

BACKBENCHER: But... it’s a protected wildlife reserve.

BACKBENCHER: Who’s building the hotel?

MINISTER: He swam to it.
BACKBENCHER: He swam to a Cold War nuclear bunker.

Pay attention. ✓ We are paying attention. Do your best. ✓ We are digging. Pay it forward. ✓ This is what that looks like.
The flamingos were here long before the first bunker was built.
They migrated along the Adriatic flyway for thousands of years before any Communist general decided this lagoon would make a good submarine depot. They survived Fascist Italy. They survived the Cold War. They survived the arms traffickers of the 1990s.
They may not survive a ten-thousand-room resort backed by Saudi sovereign wealth and approved by a government that rewrote its own laws to make room for it.
When the Albanian people picked up inflatable pink flamingos and walked into the streets, they were not being whimsical. They were pointing at the exact thing being destroyed — and saying its name out loud.
Albania is not for sale.
