“They cry wolf the second you say ‘taxes’ near them. But making voting harder for everyone else? That’s just patriotism.”
That tension — that raw, gut-level contradiction — is not a glitch in the system. It is the system. And once you see it clearly, you cannot unsee it.
This is a story about class war. Not the kind they want you to fight with your neighbor. The kind being waged against you, from penthouse boardrooms, through law firms, through dark money channels that have no name on the door — aimed directly at the one thing that still gives you leverage in this country:
Your vote.
The Trick: Make You Afraid of the Wrong Enemy
Before we follow the money, understand the magic trick.
Since 2020, a very specific phrase started appearing everywhere simultaneously — on Fox News, in statehouses, in executive orders, in viral posts. The phrase: “noncitizens are stealing elections.”
It appeared so fast, so coordinated, so everywhere at once that researchers noticed. As one campaign finance expert put it: the election denial infrastructure that had already been built started talking about noncitizen voting almost simultaneously. Not organically. Not because the evidence appeared. Because someone turned on a tap.
What does the evidence actually say?
Utah spent nine months reviewing more than two million voter registrations. After a time-intensive, multi-step review, they found only one confirmed instance of noncitizen registration — and zero instances of noncitizen voting.
Kansas looked at its entire voter roll before implementing stricter rules. Noncitizen registration was exceedingly rare, accounting for about 0.002% of registered voters. After the documentary proof requirement was adopted, roughly 31,000 eligible citizens — 12% of all applicants — were prevented from registering.
Read that again. The cure blocked thirty-one thousand real Americans for every one ineligible registrant it might have caught. That is not a bug. That is the feature.
The Architecture: Who Built This?
Here is where it gets structural. Here is where you need to know a few names.
Leonard Leo — you may know him as the man who handpicked Donald Trump’s Supreme Court justices. He controls over a billion dollars in dark money. In 2022 he received a record-breaking $1.6 billion dark money donation to supercharge his operations. His groups include the Honest Elections Project and Save Our States — organizations that have been essential to advancing the messaging and legislative framework behind every voter restriction you are reading about today.
This January, the Honest Elections Project released a game plan that literally outlined each step the administration has since pursued, including restrictions on mail-in voting and mandatory proof-of-citizenship requirements.
The Bradley Foundation — a Wisconsin-based organization that has poured more money than anyone into election denialism infrastructure. They sponsored the “Only Citizens Vote” coalition — a who’s who of over 80 billionaire-funded, anti-voter organizations, many of them involved in Project 2025.
Dick Uihlein, Elon Musk — funders of the national groups doing the legislative and messaging groundwork.
Cleta Mitchell — Federalist Society member, original election denier, board member of the Bradley Foundation, and now running her own group, the Fair Elections Fund, coordinating much of this effort. You may also know her voice: she was on the call where Trump said “all we have to do, Cleta, is find 11,000 plus votes.”
The Conservative Partnership Institute — run by former Trump chief of staff Mark Meadows, funded by the Koch-linked Donors Trust Fund and the Bradley Impact Foundation — became the engine of the Election Integrity Network, which has infiltrated state, local, and federal government to implement the goals of its billionaire patrons.
This is not a conspiracy theory. It is a documented funding network. A machine. And it has been working.
The Weapon: The SAVE Act and Its Children
The SAVE America Act would require “documentary proof of United States citizenship” from individuals registering to vote or changing their registration — including both new voters and those voting under a new name, address, or political party.
Sounds reasonable. Sounds like common sense. Until you understand what “documentary proof” actually means.
Common forms of ID — driver’s licenses and state identification cards — would not qualify as proof, nor would most Real ID cards. Voters would not be permitted to register by mail or through a voter registration drive, but would instead need to register by presenting their documentation in person.
Only 6% of Americans currently register to vote in person at an elections office. This bill would require everyone to do it that way.
And the documents you’d need?
A valid, up-to-date passport. Or a birth certificate with matching name. Only 21% of Americans with household incomes under $50,000, or 21 million eligible voters nationwide, possess a valid passport, compared to 64% of those earning over $100,000.
This is a poll tax with extra steps.
Consider who this targets:
Working-class people who can’t afford a $130 passport or the time to obtain one
Married women — approximately 80% of whom changed their last name, requiring additional documentation to match birth certificates
Rural and tribal communities where records are harder to access
Renters in a volatile economy who move frequently and must re-prove citizenship every time they update their address
Young and elderly voters who are least likely to have current, matching documentation
Election workers themselves, who now face criminal prosecution if they register someone who later can’t produce the right papers
The bill establishes criminal and civil penalties if an official registers a voter without sufficient proof of citizenship.
So the people processing your registration — often volunteers — now face jail time for doing their job in good faith. That creates one inevitable outcome: they demand more and more documentation to protect themselves, ratcheting up the barrier continuously.
The Infrastructure: Already Deployed at State Level
Here is what makes this more than a federal debate.
As of early May 2026, a dozen states have complied with the Department of Justice’s unprecedented requests for sensitive voter information, including information on individual voters targeted for disenfranchisement. 23 states have passed some kind of proof of citizenship law, and a growing number of states are shortening mail-in vote windows.
The network built this from the ground up — seeding state legislatures with model legislation developed in partnership with ALEC, the massive corporate lobby group. By the time the federal bills made headlines, the architecture was already operating in two dozen states.
Meanwhile, the administration has sued 30 states plus Washington D.C. over their refusal to furnish the White House with sensitive voter information. And 23 states and D.C. are suing to block the latest executive order on mail-in voting.
The legal battle is real. The resistance is real. But so is the pressure — and so is the timeline. The 2026 midterms are approaching.
The ICE Factor: Fear as Voter Suppression
There’s one more instrument in this orchestra that doesn’t require a single new law to work.
Steve Bannon said it openly: “We’re going to have ICE surround the polls come November.”
After a year of ICE operations in cities, schools, and homes, the chilling effect is already measurable. Polling shows that 12% of Black, Asian, and Latino voters would be less likely to vote if they heard ICE was at their polling place. That is nearly double the rate for white respondents.
You do not need to arrest anyone. You just need people to believe that showing up could cost them everything. The fear is the suppression.
The Missing Link: Why This Transcends Party
Here is the piece the video gestures toward but that deserves to be said plainly:
This is not primarily about Republicans versus Democrats. It is about who gets to govern at all.
The proof-of-citizenship requirements would devastate Republican working-class voters just as much as Democratic ones. Rural communities — often deeply conservative — are among the hardest hit by documentation requirements. Tribal communities in red states have some of the lowest passport rates in the country.
With a new billion-dollar dark money network, Leo’s stated aims include more voter suppression, more corporate power, more climate denial — sluiced through covert apparatus until it emerges through front groups.
The agenda is not Republican electoral victory. The agenda is permanent oligarchic control — a government so insulated from working-class voters that billionaires can operate it like a private utility. Elections become theater. Results are predetermined not by fraud but by design: who gets to participate in the first place.
Leonard Leo himself let the mask slip in a letter where he complained that a nonpartisan voter registration group was targeting “Democratic-leaning demographics” — which he described as African-American, Latino, Native American, and low-income voters. In his framework, registering poor people to vote is an act of partisan warfare that must be countered.
That is the ideology. Working people voting is the threat. Concentrated wealth voting through compliant institutions is the solution.
The Harmonic: What All of This Resonates With
There is a frequency underneath all of this that older, wiser systems already knew.
When a ruling class cannot win on merit — when its policies produce suffering faster than its propaganda can explain it away — it does not reform its policies. It narrows the electorate until only the compliant remain. It happened in Gilded Age America. It happened under apartheid. It happened under the late Roman Republic as the optimates systematically excluded the populares from meaningful political participation.
The pattern is ancient. The mechanisms are new.
Dark money is the new landowner’s veto. Proof-of-citizenship requirements are the new literacy test. ICE at the polls is the new poll watcher with a rifle. The names change. The function does not.
Your grandmother’s algorithm applies here, too: Pay attention. Do your best. Pay it forward.
Pay attention: know who is funding this and why. Do your best: vote, help others register, challenge disenfranchisement legally, share information. Pay it forward: the people most targeted by these policies are often the least able to fight them alone.
The Resistance Is Real — And It Needs You
23 state attorneys general are suing. Election officials are speaking out. Advocacy groups are mobilizing. The legal battles are ongoing and, in many cases, winning — courts have blocked key provisions of Trump’s executive orders on elections.
But law alone does not build a movement. People do.

Get your documents in order — know where your passport and birth certificate are
Help someone else register or navigate documentation barriers

Tell people what this actually is — not “election security,” but class war by other means
